Confirmation of Private Higher
Education Institution Qualifications

Regulations for the Registration of Private Higher Education Institutions (Guide APX-03) states that all Private Higher Education Institutions (PHEIs) must submit an audited list of all qualifications offered by the institution including full qualifications that belong to the General and Further Education and Training Qualifications Sub-Framework, the Occupational Qualifications Sub-Framework and the Higher Education Qualifications Sub-Framework to SAQA for written confirmation as to which Qualifications Sub-Framework the cited qualifications belong to.

Section 21(c) of the NQF Act, provides for SAQA to charge a fee for services rendered and a costing model was developed based on the time spent to confirm the qualifications for PHEIs.Ā 

On 28 July 2022, the SAQA Board approved the recommendation to charge a fee from 1 January 2023 for the confirmation of qualifications as follows (SAQA Decision# SAQA 09/137/2022):

Note:

  • Confirmation requests must be submitted together with the following documents:
  1. Statement from registered auditor regarding registered qualifications offered by the Institution (Auditors report).
  2. SAQA template – summary of qualifications signed by the head of the Institution.
  • SAQA will issue an invoice based on the number of qualifications as per the auditor’s report. The confirmation request will only be processed upon receipt of the proof of payment.
