All Inclusive Salary Package: R 1 105 383 – R 1 302 102 Per Annum

Objective: The South African Qualifications Authority (SAQA) is a statutory public entity that operates under the NQF Act, No. 67 of 2008. SAQA seeks to appoint a Senior Manager: Authentication Services to provide strategic and operational leadership to render effective Authentication Services.
Requirements are:
  • The most eligible candidate must hold an appropriate recognised qualification at NQF Level 7 on the 10 Level NQF, or Level 6 on the 8 Level NQF, or equivalent.
  • An NQF Level 8 Project Management qualification on the 10 Level NQF, or Level 7 on the 8 Level NQF will be an added advantage.
  • A minimum of 3 years’ senior management level experience or 10 years’ management experience is required with knowledge of the South African government education and training systems, information management, database management and qualification verification standards.
  • Experience in Education and Training Quality Assurance (ETQA) or Qualification Verification experience is essential.
  • The incumbent must have good knowledge of relevant legislation, including the NQF Act and the PFMA, the National Development Plan, the Growth Plan, the Post-School Education and Training (PSET) Plan, and general trends in the education, training, and skills development sector.
  • Characteristics of a transformational leader with strong managerial, fundraising and project management skills, a clear vision, and focused action would position the candidate favourably.
Key performance areas:
  • Oversee the implementation of the end-to-end processes for authentication services from the application stage to recognition of authenticity of national qualifications and comparison/placement of foreign qualifications against the SA NQF
  • Position the function strategically to support the aims and objectives of SAQA
  • Ensure that the unit is self-sustainable to support its operational and other costs
  • Strategically grow and manage the unit and client base
  • Develop new offerings to increase opportunities for brand development and revenue generation
  • Develop and implement a fundraising strategy
  • Ensure the effective management and monitoring and evaluation of all activities pertaining to the authentication of foreign and national qualifications and related matters
  • Develop systems to support manual administration until the migration to automation
  • Manage transition from manual administration systems to automated systems.
