SAQA’s role and responsibilities in the registration of qualifications on the NQF

Recent media reports about the quality of UNISA’s qualifications released earlier this week, mentioned the role of the South African Qualifications Authority (SAQA) in the registration of its qualifications.

SAQA is mandated by the NQF Act, 2008 to oversee the further development and implementation of the NQF, a key national policy tool that is instrumental in the transformation and integration of South Africa’s education and training system. The NQF is a comprehensive system for the classification, coordination, registration and publication of articulated quality-assured national qualifications and part-qualifications.

“SAQA registers qualifications on the National Qualifications Framework (NQF), on the recommendation of Quality Councils, if the qualifications meet SAQA’s criteria for registration” said SAQA CEO Dr Julie Reddy. “UNISA’s qualifications on the NQF are registered until June 2023, and will only be re-registered if the Council on Higher Education (CHE) recommends the qualifications for re-registration and if the qualifications meet SAQA’s policy and criteria requirements”.

Higher education institutions, like UNISA, may only legally offer a qualification or part-qualification that is registered on the NQF. The role of SAQA is to ensure that qualifications are appropriately registered while activities to quality assure the delivery of learning programmes leading to the awarding of the qualification are the responsibility of the CHE.
