Case Study of Flexible Learning Pathways in South Africa

Access to, and progression within and between, learning-and-work pathways are central in the context of the South African NQF. SAQA has led extensive research and development towards enabling lifelong learning.

The  'Case Study of Flexible Learning Pathways in South Africa' analyses the NQF policy basket and the extent to which it enables and blocks flexible pathways. It also analyses 51 in-depth interviews with senior officials in the NQF partner organisations, and the leadership of one public university, one University of Technology (UoT) and one private Higher Education Institution (HEI) known to have the 'flexible mindsets' needed.

The interview sample included students at these HEIs who have experienced their supportive environments. The result is a clear understanding of the enablers and blockages of flexible pathways and some good practice examples that could be followed by education and training providers in all of the NQF Sub-Framework contexts and at all NQF levels.

SAQA is grateful to UNESCO's International Institute for Education Planning (IIEP) for including South Africa in its eight-country study of flexible learning pathways, funding the research and supporting the drafting of the report. The other seven countries are Chile, Finland, India, Jamaica, Malaysia, Morocco and the United Kingdom.
