Welcome to the QCTO pages kindly hosted by the South African Qualifications Authority. In due course we will establish our own website to facilitate continuing and direct communication with you our partners in occupational qualifications development and implementation.

For the time being, this site will serve as a notice board for all matters relating to the Occupational Qualifications sub-framework. On the one hand there will be "notices" for public comment during the consultative stages of our regulations, policies or guidelines and, on the other, a point of reference for all approved documents and templates as well as regular updates on QCTO developments.

Introduction

• The QCTO is one of the three Quality Councils provided for in the National Qualifications Framework Act (NQF Act No 67 of 2008).

• The QCTO was established under the Skills Development Act and became operational on the 1st April 2010 following the publication of Government Gazette No 33059, 1st April 2010.

• The QCTO has been putting in place the necessary building blocks for it to begin operating. On 20th July 2011 it will be delegating functions to the first generation of 'official' Development Quality Partners. This signals that work has begun in earnest.

Public Comment Documents

At this early stage of going "operational", it is our intention to post four types of documents for comment. All documents will be posted for a period not exceeding thirty (30) days except during the end of year (festive season) break when, at our discretion, this period may be extended to allow for proper opportunity to comment. Public comment documents will be as follows:

• Draft Policies, regulations and guidelines for consultation

• Applicants wishing to achieve delegated status either as an AQP or as DQP. This will enable others wishing to embark on similar ventures to check and see whether there are others they should contact.

• Qualifications and part qualifications curricula for consultation

• Information about the QCTO Council, sub-committees and office to facilitate dialogue

Reference Documents

All documents that have completed their "public comment" phase and have been adopted by Council as policy will be posted on the web pages for information. Information on systems and processes will be updated to inform. Templates where necessary will also be provided via the web pages. Categories will be as follows:

• Policies, regulations and guidelines that that have been adopted by the QCTO Council
• Information about delegated DQPs and AQPs
• Information regarding systems and processes

Current Information and discussion

Once systems are in place an opportunity will be provided for open forum discussions to enhance information exchange, capacity building and conceptual development.

Ministerial guidelines on the NQF

The Minister of Higher Education and Training, in consultation with the Minister of Basic Education, has determined government's strategy and priorities for the NQF as required by NQF Act (No. 67 of 2008) for the period up to 31 March 2012. The main purpose of the guidelines is to give direction to the work of the South African Qualifications Authority (SAQA) and the three Quality Councils (QCs): the Quality Council for Trades and Occupations (QCTO), Umalusi and the Council on Higher Education (CHE).
