Santa de Jager was born in Ceres in the Western Cape but grew up in Vanderbijlpark where she also Matriculated. She studied part time and obtained a Masters Degree in Educational Psychology from Pretoria University in 1991.

During her Honneurs and Master studies she worked as a researcher at the HSRC in the field of individual intelligence testing. During the period 1992 – 1996 she worked with the then National Training Board during the development of the National Training Strategy Initiative and draft legislation of the Skills Development Act.

She held a Deputy Director post at the South African Qualification Authority (SAQA) and provided secretarial services to the Authority and Sub-Committees in 1997 to 2000. Since June 2000 she is a Technical Advisor at GTZ with her main focus on learnership development and implementation. She has co-authored numerous publications and delivered presentations related to skills development at numerous conferences.
