Topic: Industry perspective - The role of non-statutory bodies in developing and quality assuring occupational qualifications
Company: CEO Institute of Chartered Secretaries Southern Afica ICSA

Chartered Secretaries Southern Africa is a division of the International institute that for over 100 years has provided global professional training and benchmarking of standards, competencies and ethical requirements for Company Secretaries.

Chartered Secretaries are generalists who operate at the highest levels in public, private and state organisations, as company secretaries, financial and administrative managers and governance professionals. Its driving force is the maintenance and assurance of professional competency within an environment of a strict code of ethical conduct that is supported by a disciplinary structure that has international industry credibility.

The role of non-statutory professional bodies in developing and quality assuring occupational qualifications.

Introductory comments on the history of non-statutory professional bodies and to what extent and how they have been involved in the development of professional or occupational qualifications. Some comparisons are made with current international experiences – UK, Australia, New Zealand, Malasia and Hong Kong.

An outline of the work achieved by some South African professional institutes in the development of qualifications linked to specific occupations, including learnerships, and how these are managed and quality assured – with some notable differences. Allusions are used to make specifc points relevant to this topic.

Proposals as to how these instiutes can be (more) profitably harnessed to assist in the attainment of National skills development objectives, the further development of occupationally driven qualifications, the rapid response to environmental changes in the revision of these qualifications, and the quality assurance of the processes and qualifications, usually in partnership with other relevant organisations (SGBs, ETQAs, etc).
